Police Catch Northern California Driver Using Dummy in Carpool Lane

In a bizarre incident in Northern California, a driver was caught by police using a dummy to illegally use the carpool lane. The incident, which unfolded on Highway 99 in Stockton, involved a driver attempting to deceive authorities by placing a mannequin in the passenger seat to meet the carpool lane's occupancy requirement.
